When the metropolis was being built, it required so much clay, mud, soils from the rich dense caverns of the haven’s underbelly. Such devoted men and women struck a deal with the first emperor, Tetraites, that if such resources were freely given to the surface dwelling builders, they ought to allow their own privately operated district to settle itself neatly under the first districts (Capua, Nobilium, and more importantly, the Mercatus). 

As the decades progressed throughout the Archaic Era, much of the citizens living underneath the metropolis banded together to nominate their territory as Insulae, for the insane competitor, Prudes, up next for the emperor, should he achieve his goals. The daily weight of several tons of rock, rubble, and sand, more than provided the staunch request to establish the district distinctly from the first three, acting as more of a provider, private from the rest of the growing metropolitan haven. 

As more and more of Gladia was being developed, mighty gladiators of the underbelly began harboring deals to instigate practices of crime scenarios to reflect how ancient Rome's criminal underworld reminded them. To prevent such ways of corruption from flourishing in the shadows of Gladia, Prudes created the criminal syndicate that would act upon the roles of theft, vandalism, and target-hustles on behalf of Gladia's people. His insane plan was to essentially train the citizens of all walks of life, to remain vigilant, meanwhile allowing special agent forces, such as the Andabatae, to take part in countering these calculated staged attacks. Such clever insights of Prudes deemed him favorable as the next emperor of Gladia, that is, if it weren't for his district's derogatory state of littered brothels, open relationships, and sexual tenacities he'd enjoyed. Emperor Tetraites declared a veto on the man to keep his nasty business to himself, private as it ought to be, away from the public domains of the other districts. For how crude and disturbing a man like Prudes was, Tetraites was regularly informed by his trusted advisors that much of the man's people within their heinous territory of Insulae, purposely gorge themselves in such provocatiey. 

To make amends for what potential Prudes has earned himself to become emperor, by choice of the Gladians, His majesty cleverly declared Prudes, Sudo-Emperor of Gladia's underworld. Knowing full well that the man can now mine and expand the territory however he pleased, this pushed the new leader to forfeit more resources to the surface building structures for the metropolis. This is in order to create established network tunnels and catacomb-like passages all over the haven, aiding the man's syndicate projects further, training and benefiting all Gladians on criminal awareness.

Prudes at first, was displeased by being missed for his throne of emperor, but with what Tetraites offered instead, he knew that creating his masterful operations away from the public officials was his best bet on providing the best enactments of actual crime from the outer world, and understanding how wrong doers act. As the Archaic Era passed, onward several centuries later, the syndicate had never gained a new sudo emperor since Prudes. Only one has man deranged out of his wits was nominated the role. Raningo Mulsuevi, having personally survived and decimated an onslaught attack of an auxiliary unit of foreign entities camped among the far reaching wilds, days away from Gladia's borders. The crazed madman sustained life-threatening injuries that if it weren't for the chief executive doctor's arrival after the fact, Mulsuevi would have surely perished. 

Brought back to Gladia in safe hands, the doctor performed his miracle works to restore as much of the fractured state that the man's jaw and upper body sustained. In due time he would make some sort of a recovery, but mentally, Raningo's mind was yet wild, for action was his therapy. He partaken in many arena wage battles, which Insulae district was famous for, violently running victorious with his slave network of gladiators. The wins of his crew generated enough publicity to befit the man with authority and likeness. His biggest accomplishment that completely impressed the underworld, was the hostel management of some of the district's most ruthless and relentless gladiators, building a valued network of professional killers and assassins. His aim with the lot, to plunge the syndicate through a remaster of crimes, anew from their predecessors. Crimes that will catch the very emperor off guard.

The syndicate runs on robber barons, housed around the slightly more luxurious tunnels of Insulae. As Mulsuevi becomes the headmaster lanista, he arranges bands of criminals to assault key locations of Gladia, pulling off massive heists, protection rackets, and more. The stolen goods brought in, are negotiated back to the emperor's people in time. By quality and quantity of the said stolen goods, the syndicate gains notoriety to pursue greater feats. Mulsuevi masterfully plotted so much of the burglaries and hold ups, taking to kidnapping and hostage ransoming next, the only few feats never before pulled off by even Prudes. It was by the abduction of the very protected senators and officials that Raningo outperformed his roles as a robber baron. His league of bandits created a fearful image of the man, deeming his fully fit role for sudo-emperor.

Selected surface dwelling people who are targeted and successfully captured, are housed in comfort zones until news of their capture is public. Then guards and investigators must search for the missing person(s). As a daring plot to instill vigilance in the public, the syndicate smuggles their stolen goods and people around the metropolis for a time before taking them into the emperor's hands. Such crimes are unique and qualify for a serious policing of the metropolis. Communication with the emperor happens regularly with the criminal accomplished feats as well as the judicial ones. When such matters resolve, the emperor holds discussions about the themes and reasons for the crimes committed and how they were handled by justice. As for the sudo-emperor, he is well loved by his revolting underground people, praised for jobs that straighten the course on hardening the public's vigilance on crime and order.

Like Prudes, Mulsuevi was a glutton for sexual pleasure. Brothels were an idea put forth by so many honest women in Insulae. Even little girls took to liking the idea of spending time with cute boys in these romantic areas of lust. The sex in Insulae is open, straight, and never in line with how foreign lands commit their adulterous affairs. Gladia's metropolis has regulations and little exceptions to what is appropriate for couples outside their homes. Intercourse is only ever with a lover, never oral, and never wasteful of a partner’s fluids for one another. The surface dwellers only engage in sexual traditional intercourse, meanwhile Insulae is infamous for allowing genital stimulation with a woman's body and fe-anal sex. The ideal for sex is to reproduce with an abundance of children, whereas Insulae excels in the pleasure alone, enacting upon such twisted fantasies solely.

The black market of Gladia's underworld consists of nefarious trades: thieves for hire, imposters, vandalizers, and so much more. These communities are scattered far below the metropolis and several settlements, by such practices, they test surface dwellers against criminal acts. This training of how corruption poisons a country, is exactly how Gladia combats it. As the population grew and learned how to watch over these criminal threats, Insulae's methods of deploying them advanced. The relationship between surface and under dwellers hold mutual, unwritten respects on another, neither side ever appreciating their presence on the other’s home turf. As such, the Insulae District remains private from the metropolis overall.
